§ 6-240. Licenses and registration.

  • (a)

    No person shall perform plumbing in the city unless licensed by the State of Arkansas and registered with the city plumbing inspector. All plumbing installations shall be supervised by a master plumber who shall be responsible for such installations.

    (1)

    A home owner may perform plumbing in a building owned and occupied by him as his home provided such plumbing meets all other city and State of Arkansas requirements.

    (2)

    A plumber may perform any phase of plumbing lower than or equal to the level for which his registration is issued; however, he may not perform at a level higher than that licensed.

    (3)

    Plumber's apprentices engaged in learning and assisting in plumbing may be employed so long as they are under complete supervision, and provided such apprentice is registered with the plumbing inspector, a joint apprenticeship committee in the city, the State of Arkansas board of health, and the Bureau of Apprenticeship and Training, U.S. Department of Labor.

    (b)

    Plumbing in accordance with the above licensing and registration requirements shall be permitted under an automatic permit issued to the supervising master plumber. The home owner performing his own plumbing shall be required to obtain his permit in advance by appearing in person before the plumbing inspector who shall inquire into the knowledge and capability of the home owner, and issue appropriate advice.

    (c)

    Registrations shall be valid for the calendar year in which issued, so that all registrations shall expire on December thirty-first each calendar year. Registrations may be renewed upon application filed by the licensee thirty (30) days preceding, or thirty (30) days following December thirty-first of each year. A penalty of five dollars ($5.00) per month for the late renewals may be assessed.

    (d)

    The following fees shall be required under this section:

    Master plumber\$25.00

    Journeyman plumber\20.00

    Gas fitters\20.00

    Supervisor gas fitter\25.00

    Apprentice registration\10.00

    (e)

    No registrations or permits shall be granted to any person who does not hold a State of Arkansas registration or permit for the type of work for which a city registration is sought.

    (1)

    Before entering upon his duties, every master plumber and special registration holder shall file with the city clerk a bond in the sum of two thousand dollars ($2,000.00) as described in section 6-241.

    (f)

    The board shall approve each initial registration issued.

    (g)

    Upon reaching the age of sixty-five (65) or any time thereafter, any person who has been a licensed master plumber licensed by the state department of health for not less than twelve (12) years may apply for a lifetime registration as a master plumber in the city limits. This registration shall be issued upon satisfactory proof of age and a current lifetime master plumbing license issued by the state department of health, and payment of a one-time fee of twenty-five dollars ($25.00) and compliance with the state restrictions on a lifetime master licenses.
