The electrical inspector, in the discharge of his duties, may enter any building or
premises at any time during business hours, or at any reasonable hour. The right to
enter any building as herein granted shall apply to those buildings where a permit
has been issued for electrical work or to any building where the inspector has reason
to believe that a dangerous or unsafe condition exists. Before inspecting any building
for which a permit has not been issued, the electrical inspector shall notify the
owner and/or the maintenance electrician of his intention to make an inspection, and
request that someone representing the owner accompany him on such inspection.
(b)
The owner or owner's representative shall not prevent the inspector from inspecting
the premises to determine if unsafe or illegal wiring exists.
