§ 6-28. Minimum requirements for building permit applications.

  • (a)

    In addition to the provisions of sections 106.1 through 106.5 of the building code, the following categories of applications for building permits shall contain the following information.

    (1)

    New, addition or alteration; single-family or duplex:

    a.

    Site plan (see below).

    b.

    Floor plan.

    c.

    Building exterior elevations (maximum height of structure from ground level).

    d.

    A structural plan similar to the one shown with Exhibit A to Ordinance No. 17-03. Exhibit A is not set out herein, but is on file and available for inspection in the office of the city clerk.

    (2)

    New, addition or alteration; triplex or four-plex (quadruplex):

    a.

    Site plan (see below);

    b.

    Working drawings (see below);

    Note: Electrical and plumbing riser diagrams can be substituted for electrical and plumbing plans.

    c.

    Approval of state department of health (if applicable).

    (3)

    New, addition or alteration; apartments (five (5) units or more), commercial, industrial:

    a.

    Site plan (see below) prepared by a registered professional engineer or a registered architect.

    b.

    Working drawings (see below) prepared by a registered professional engineer or a registered architect, in accordance with state law.

    c.

    Survey, certified by a registered land surveyor or county surveyor.

    d.

    Approval of state department of health (if applicable).

    (b)

    Any required site plan or working drawings shall contain the following information:

    (1)

    Site plan includes as a minimum:

    a.

    Legal description.

    b.

    Property lines and pins.

    c.

    Rights-of-way, easements, and setbacks.

    d.

    Names and location of streets.

    e.

    All existing and proposed structures (structures, as defined by ordinance).

    f.

    Distance of structures from property lines.

    g.

    Location and driveway(s).

    h.

    Location and size of utility and service connections.

    i.

    Minimum finished floor elevation (if within the one-hundred-year floodplain).

    j.

    Drainage plan (not applicable for single-family or duplex or a triplex or a four-plex (quadruplex)).

    k.

    Parking arrangement (not applicable for single-family or duplex).

    l.

    Sidewalks (as required by ordinance).

    (2)

    Working drawings include as a minimum:

    a.

    Foundation plan and details.

    b.

    Floor plan.

    c.

    Interior and exterior building and/or wall sections sufficient to show construction.

    d.

    Building exterior elevations.

    e.

    Heating, ventilation and air conditioning plans (if the unit serves more than one (1) dwelling unit).

    f.

    Electrical plans.

    g.

    Electrical riser diagram.

    h.

    Plumbing riser diagram.

    i.

    Plumbing plans.

    (c)

    Notes:

    (1)

    Upon application for an addition to single-family or duplex, where, in the opinion of the building official or his designated agent, a site plan drawn to scale and showing all existing and proposed structures and additions indicates that there is no possible infringement on required setbacks, neither the indication nor the setting of property pins will be required.

    (2)

    Property pins and strings must be on site at the time of footing inspections.

    (3)

    Applicant must comply with all other applicable state and local ordinances.

    (4)

    Applicant must submit five (5) sets of plans for all multifamily, commercial and industrial permits.

    (5)

    Contractor (multifamily, commercial, industrial) is required to maintain a set of approved building plans on the construction site in a location that is easily accessible and protected from the weather.

    (6)

    The city staff is allowed to require additional information, only when special conditions exist. Additional information must be requested in writing.
