The plumbing advisory board shall hear all appeals from persons or agencies alleging
that they have been aggrieved by a decision or interpretation of the city's inspecting
officials with reference to plumbing and gas fitting codes and ordinances applicable
in the city. Any such appeal shall be submitted in writing to the plumbing inspector
within thirty (30) days of decision or interpretation by the inspecting officials.
The appeal shall specify the grounds upon which the appeal was taken. If, but only
if, the board finds that the subject matter of the appeal involves an interpretation
of the applicable codes or ordinances, the board shall, within a reasonable period
of time, review the decision or interpretation of the inspecting officials and shall
issue its decision which may affirm, modify or reverse the decision or interpretation
of the inspecting officials. The decision of the board shall be in writing and shall
specify any manner in which the decision of the inspecting officials has been modified
or reversed and shall state the grounds therefor.
