§ 2-34. Presiding officer; vote; mayor's veto; overriding veto.

  • (a)

    The mayor shall preside at all regular, special, and study session meetings, including executive sessions, of the board of directors but shall not have a vote on any matter coming before the board. The mayor shall have the power of veto over all decisions made by the board of directors, except with respect to matters relative to city personnel, but a veto by the mayor may be overridden by the affirmative vote of five (5) or more members of the board of directors. In the absence of the mayor, the assistant mayor or vice mayor shall have the same duties and authority as chairman without veto, and also shall have the right to vote as a director.

    (b)

    In the absence of both the mayor and the assistant mayor or vice mayor the board of directors shall elect from its membership a person to serve as chairman of the meeting. Such election of a chairman shall not occur before the designated starting time of the meeting and shall not occur before a quorum is present.
