It shall be the duty of every person in possession, charge or control of any premises
in the city where garbage, recyclables, trash or solid waste is created or accumulated,
to keep a sufficient number, and of sufficient size, garbage cans or commercial containers
to properly contain all of the garbage, recyclables, trash or solid waste generated
at the residence or business and to abide by section 16-4 of the Code.
