Along with the application for utility service, the applicant therefor may be required
to pay to the city a deposit in an amount equal to the charges for an average two-month
period; provided, however, that in the event such service increases to a point where
such deposit is not equal to the charges for an average two-month period, the required
deposit may be increased to conform thereto.
With reference to any utility account which reflects a minimum twelve (12) months
consecutive payment history with no late charge, any utility deposit for that account
shall be applied as a credit to the account. If service for the account is subsequently
discontinued for non-payment, a deposit may be required to reactivate the account.
