§ 24-41. Designation of regulations.

  • (a)

    The current installation of any and all official traffic-control devices, official traffic-control signals, parking meters, designations of parking patterns and traffic patterns, and any and all designations, whether by sign, markings, buttons or otherwise, of traffic control are hereby confirmed as fully as though the original installation thereof had been at the express direction of the board of directors.

    (b)

    Upon approval of the chief of police of the city, the following shall be designated, laid off and indicated by appropriate signs and markings: Parking spaces and zones (including the maximum time and charge, if any, for parking at a place where a parking meter has been installed and is maintained), no parking zones, limited parking zones, reserved parking zones, zones in which vehicles shall be parked at an angle to the curb, safety zones, school zones, hospital zones, quiet zones, crosswalks, stop streets and intersections, yield-right-of-way intersections, streets to be laned for traffic, bus stops, taxicab stands, intersections at which U-turns shall be prohibited, no truck zones, and intersections at which markers, buttons or other indications shall be placed to indicate the course to be traveled by vehicles traversing or turning at such intersections. In authorizing such designations, the chief of police shall be guided by the following, to the greatest extent practicable:

    (1)

    Stop signs shall be located at all intersections of local streets with arterial and collector streets and intersections of local streets with local streets where vision, traffic counts available and other traffic data indicate a hazardous traffic condition.

    (2)

    All other devices and designations shall be ordered and installed when, upon consideration of existing traffic flow patterns, adjacent land uses, compatibility with other traffic-control devices and limitations, pedestrian and vehicular traffic counts available, vision and other traffic hazards, and other relevant traffic-control criteria, it is determined by the chief of police that such designation is required for the efficient and safe flow of traffic on and about the streets of the city.

    (3)

    The designation, laying off and indication of parking spaces and zones (including the maximum time and charge, if any, for parking at a place where a parking meter has been installed and is maintained) shall be done with consideration for existing traffic flow patterns, adjacent land uses, pedestrian and vehicular traffic counts available, parking demands and other relevant traffic-control and parking criteria. In doing so, the chief of police of the city may, upon determination that it is required for the efficient and safe flow of traffic on or about the streets of the city, establish the maximum time (such maximum time permitted shall not be reduced, however, to less than one (1) hour) for parking at a parking space where a parking meter is installed and maintained and may establish the parking meter rate up to a maximum of twenty-five cents ($0.25) per hour.
