New street construction, which at the time of commencement of construction is located
on proposed right-of-way corridors classified by the master street plan of the city
as an arterial street, a collector street or a local street, shall be the subject
of the cost participation program established by this article if the board of directors
shall, by resolution adopted at the time of authorization of construction, designate
all or a portion of same as an element of the program.
