§ 18-134. Powers, duties.

  • The civic center commission shall have the following powers and duties:

    (1)

    Act in an advisory capacity to the board of directors in promoting, aiding and encouraging organizations to lease civic center for events.

    (2)

    Act in an advisory capacity to the board of directors and to the director of community services in the planning, maintenance, development and operation of the civic center.

    (3)

    Formulate and recommend to the board of directors general policies related to the purposes of the commission and adopt by-laws, rules and regulations subject to the approval of the board of directors, as the commission may require to facilitate the operation of the civic center.

    (4)

    At the request of the city administrator, cause a budget to be prepared and submitted to the board of directors annually, on or before October first, providing for the costs of maintenance and operation of the civic center for the ensuing year. The budget shall contain estimates and recommendations for such long term capital outlay projects as may be necessary to provide for an orderly development of the civic center.

    (5)

    Interpret the function and operation of the civic center to public officials and to the general public to the end that the services receive adequate financial support from public and private sources.
