It is the intent of the city to safeguard the health, welfare and safety of the citizens
of the city by implementing standards and procedures for the physical alteration of
land. The provisions of this article are supplemental to and are not intended to supersede
any federal or state regulations.
The purpose of the regulations contained in this article are to control grading, filling,
and cutting (or similar activities) which alone or in combination may cause landslides,
flooding, degradation of water quality, erosion, sedimentation and potential damage
to utility lines. This article is also intended to protect the existing scenic character
and quality of the city and its neighborhoods.
